Effects
Power generation: each active reactor takes up to 10 uranium a day from the national stockpile and turns it into 100 power in the national stockpile (10 power per uranium).
If the nation has less than 10 uranium, the reactor uses whatever is available. With no uranium, it produces nothing.
Lowers the region's Appeal.
Power matters for industry. Companies in industries that need power lose 50% of their production without it.
